Other City Contracted Reports
As described in the City contract documents, these are the other contracted reports or deliverables, as agreed to and paid for by the City of St. Petersburg and its various other known contractors, including but not limited to: Cardno now Stantec Inc., SOLitude Lake Management, Greenman-Pedersen, Inc. (GPI), Janicki Environmental, Inc., and ERD Environmental Research & Design.

These documents have errors or significant omissions, for example: inaccuracies in residential neighborhood information (218 homes versus 220 actual), lack of context to conclusions, omissions in system implementation (failure to mention submersed micro-bubble bottom aeration was installed), and omissions in historically relevant data (failure to mention/describe the 2001 City-approved Fill Project that altered lakes depths and filled the lake with an unknown material yet not mentioned in the 2021 Sediment Report).

The final document does not have complete and accurate information that was/is known to both parties (City of St. Petersburg and Stantec, Inc.) for Harbor Isle Lake's project history. The report contains significant omissions of facts and unsubstantiated claims. The report fails to list the correct type of aeration system installed for June 2020 (micro-bubble aeration). It fails to correctly state the nano-bubble aeration system was installed in December 2019 and then was removed in December 2021. (The November 2020 GPI-Janicki Harbor Isle Lake Monitoring Deep Lake Aeration Report confirmed the nano-bubble system was ineffective and substantiates this info.) This report also fails to disclose that the massive amount of sediment within the lake is fill material from the City approved USACE-SAJ dredge fill project in 2002. Instead the report implies, with this significant prior project omission and the suggestion of the installation of sediment catchment basins and shoreline vegetative control, that this sediment is only from runoff and/or erosion.
The report also fails to appropriately and technically address the prior much cheaper suggestions supplied in the July 2022 Technical Memo (increased aeration, beneficial bacteria, cattail vegetation removal) that address internal nutrient loading and could be utilized in the current term to assist in blue-green algae bloom control and toxin exposure reduction. That July 2022 technical memo document still is severely limited and contains multiple confirmed fraudulent statements and unsubstantiated analysis, it was never revised despite information being sent to the City and Stantec.
This Final Management report, now includes, "Neighborhood BMPs", or best management practices, which was not a listed item in the draft document. These BMPs relate to already established practices and/or similar practices that have already been promoted by the City and the local neighborhood organization: the voluntary Harbor Isle Homeowner's Association, and followed by residents for decades. It is not new information or a new recommendation. Thus, listing them as an additional recommended action, over other options, is fraudulently implying that the previous BMPs were not known and/or not implemented by residents, though they have been. In addition, these BMPs do not address the known fill material sediment nutrient loading problem, which is the confirmed leading contributor to excess internal nutrients in Harbor Isle Lake.

The final document lists July 10, 2023 as the written date instead of the final modified and completed Sept 20 2023 date.
The March 2023 contract (PDF page 5/8) estimated this report deliverable was to be complete in December 2022.

The meeting scheduling was months delayed and not made available to the entire neighborhood. It occurred virtually on November 14, 2022 with select Harbor Isle homeowners from the HOA. It was not shared in a City Letter, posted online by the City, or posted on the HOA website.

This initial contracted deliverable excluded all the Harbor Isle residents that are non-members of the homeowners association (which is the majority of the neighborhood). During the execution of this meeting, the audience became even more limited, as illustrated in the monthly meeting minute documents, where it was then restricted to a presentation to the HOA board only (supposedly 12 persons). The final meeting, however, only had 3 attendees (all from the HOA), and only 1 verified HOA board member.

This memo document is severely limited and contains multiple confirmed fraudulent statements and unsubstantiated analysis. A thorough review of its material was presented to both the City of St. Petersburg and Cardno Stantec staff in October 2022 via e-mail. A copy is in process of being uploaded to the site.

An alleged public outreach meeting for the neighborhood was supposed to occur that included a presentation created from this final report material. As stated in the March 2022 Executed Cardno Stantec contract: "In addition to the Design Workshop, the [contractor], in coordination with the City, will attend a public outreach meeting with the members of the Harbor Isle Homeowners Association. The intent of this meeting is to gauge public opinion and include residents in the decisions that directly impact them."
